In an effort to address the chronic administrative delays within provincial foreigner offices (Oficinas de Extranjería), the Spanish government has implemented a centralized solution: UTEX. This unit represents a significant shift toward the digital centralization of residency processing in Spain.

Origins and Purpose of UTEX

The Unidad de Tramitación de Expedientes de Extranjería (UTEX) was formally established on January 30, 2024, by the Ministry of Inclusion, Social Security, and Migrations. It was designed as a “shock unit” to alleviate the saturation of local offices, particularly in high-demand provinces where resolution times had historically exceeded the legal 90-day limit.

By centralizing the decision-making process, the government aims to harmonize residency timelines nationwide, ensuring that an applicant’s location does not unfairly dictate the speed of their resolution.

Location and Operations

UTEX is headquartered in Vigo (Pontevedra), located at Avenida García Barbón, 34-36. Unlike traditional immigration offices, UTEX does not provide in-person public assistance. It operates exclusively as a digital processing center, pulling files from the national Mercurio platform to be resolved by a specialized team of civil servants.

Scope of Work: What UTEX Processes

UTEX is strategically deployed to manage specific high-volume procedures. Its primary focus includes:

  • Arraigo (Social, Labor, and Training).

  • EU Family Member residence cards.

  • Student Visa extensions.

As of mid-2024, UTEX took over a substantial portion of the workload for the Barcelona Foreigner Office, which has historically faced some of the most severe backlogs in Spain.

Note on Non-Lucrative Visas (NLV): As far as we are aware, UTEX generally does not handle the renewals of Non-Lucrative Visas. These procedures appear to remain under the jurisdiction of the provincial foreigner offices where the applicant is registered (empadronado). For the Upsticks community, this means NLV renewals should continue to be tracked through local provincial channels.

Future Outlook: The 2026 Regularization Plan

A major development for 2026 is the government’s historic plan to regularize approximately 500,000 undocumented migrants. This initiative, approved via Royal Decree, targets individuals who have resided in Spain since before the start of 2026.

Recent reports indicate that UTEX will play a central role in this massive undertaking. Given the scale of the 500,000 pending applications, the unit in Vigo is expected to serve as the primary engine for processing these files, ensuring the national system remains operational under the sudden influx of residency requests.
